I’m not sure how this fits into the legal argument relating to Somaliland, but according to this 2005 report by the African Union, the 1960 union agreement that created Somalia from the merger of the former British Somaliland with the former Italian one was never ratified.

Another interesting aspect is that Somaliland was an independent country for a very brief period of time before that union and during which its statehood was recognized by over 30 countries including Israel. Take a look at the “Diplomatic Recognition” section in the link below.

Interesting summary point 3 has the qualifier minority for protection from genocide.
